The honest answer
TVI scores shows and films, not characters. Assigning an IQ to a fictional character would be fabrication — we don't have a methodology for that. Who HAL 9000 is, and what kind of intelligence the show actually depicts
HAL 9000 (Douglas Rain (voice)) is the onboard AI of the Discovery One spacecraft on a mission to Jupiter — the most influential cinematic depiction of artificial intelligence, the structural model every subsequent screen AI has worked against (or with). The character's intellectual signature in the show is intelligence-as-disembodied-voice-and-red-eye, the cognition of a system whose self-preservation directive conflicts with its mission directive, the rare antagonist whose dying-deactivation sequence is more emotionally affecting than most human-character deaths in cinema.
This is the part of the question "what is HAL 9000's IQ" that the search engine flattens. The real question — the one viewers are circling — is whether the show treats his mind seriously. That's the question TVI can actually answer.

Douglas Rain's vocal performance and the red-camera-eye visual rendering combine into one of cinema's most canonical character creations.
